“What we heard consistently is that reentry isn’t a short-term process,” said report author Samantha Richter, who worked on the project as an undergraduate and graduated in 2025 with a public policy degree.“People need support that is personalized, coordinated, and sustained — and they need systems that listen to their experiences and respond to what helps them succeed.”

Major themes emerged from participant interviews: Many emphasized the need for personalized, ongoing support. People also noted that sometimes it was difficult to navigate or access resources, depending on where they lived. They also stressed that meaningful preparation can’t be squeezed into the standard 30‑day planning window.

The report outlined policy recommendations, including increased flexibility in release location;, longer planning time and scope; and peer support programs.
